A project on “Promoting Climate-resilient Livelihoods in Rice-based Communities in the Tonle Sap Region-GCP/CMB/045/LDF” is being implemented in the five provinces around Tonle Sap Lake - Pursat, Battambang, Banteay Meanchey, Siem Reap, and Kampong Thom in Cambodia from 2023 to 2027. The project is funded by the Global Environment Facility (GEF) through the Food and Agriculture Organization of the United Nations (FAO). The objective of this project is: Rice based communities in the Tonle Sap region of Cambodia reduce their climate vulnerability and increase their resilience to climate change through an ecosystem-based, market-driven approach.

This five-year project is implemented by the General Directorate of Agriculture (GDA) of the Ministry of Agriculture, Forestry, and Fisheries (MAFF) and the General Directorate of Local Community (GDLC) of the Ministry of Environment (MOE). Technical and operational execution is being augmented by IRRI, WCS and other partners. FAO will provide technical and administrative support. The project will be guided by a Project Steering Committee chaired by MAFF, advised by a Technical Advisory Group, and coordinated by a Project Management Unit located in GDA of MAFF.

The project is looking for a qualified National Consultant for the Baseline Survey to be based in Phnom Penh but with frequent travel to the target provinces.

DURATION: 6 months

TYPE OF CONTRACT: Individual Consultant

DUTY STATION: Phnom Penh, Cambodia with frequent travel to target provinces

Key Responsibilities:

Under the overall supervision of the GDA Director General and in coordination with the GDLC and the project implementing partners (IRRI, WCS and others), and in close cooperation with the PMU Lead Technical Advisor and M&E Knowledge Management Specialist, he/she will be responsible for managing all aspects of the Baseline Survey, including the design of the survey, the training of enumerators, the supervision of the data collection, data entry and analysis of the results and the preparation of a final report on the survey findings

Duties

  • Conduct a preliminary assessment of the proposed scope of the Baseline Survey based on the approved
  • Terms of Reference for the study to identify potential difficulties and constraints, as well as identifying the
  • logistical requirements, and develop an overall strategy and detailed work plan for the implementation of the survey and prepare a brief report for consideration by the GDA and GDLC teams.
  • Prepare an action plan and the design of the Baseline Survey including identification of the sampling frames and indicative numbers of households to be sampled to achieve the required levels of precision at commune, district, and provincial level.
  • Review the survey questionnaires made available by FAO and design the questionnaires for the conduct of the household surveys and for the structured interviews Focus Group Discussions that will be conducted for endorsement by the FAO.
  • Develop the methodology for the data collection in the field using a cloud-based database system to enable field enumerators to enter data directly into the system incorporating safety-nets for real time error checking during process of data entry.
  • Prepare all training materials and deliver training for the field enumerators (MAFF Commune Agricultural Officers) and the PCRL Provincial Coordinators for the conduct of the household surveys as well as the FGDs in each target province.
  • Lead the conduct of the survey and data analysis using the agreed methodology and questionnaire with FAO.
  • In cooperation with the Provincial Coordinators in each target province monitor the progress of the field work and address any issues and constraints that are identified and conduct regular checks on the quality of the data collected.
  • Complete the analysis of the household survey data and collate the results of the FGDs that are conducted in each target province and compile the final draft report of the Baseline Survey for review by the PMU and FAO.
  • Finalize the baseline survey report incorporating all comments received from the PMU and FAO.
  • Carry out any other relevant duties as required in order to achieve the above tasks.

Requirements

  • Advanced university degree (at least a master’s degree) in agricultural or social science sectors and/or relevant subject matters of the project with at least 10 years of relevant work experience.
  • At least five years of professional work in supporting the conduct of baseline surveys and local level data collection on at least three other ODA projects.
  • Demonstrated strong analytical and writing skills, with demonstrated experience in preparing of project documents and other technical briefs, and presentations.
  • Good command of both spoken and written English
