Chemonics International – Cambodia Advancing Youth Leadership Activity
We are now looking for qualified candidate to fulfill the position below:
Role Purpose:
Chemonics International Inc. is implementing the five year, $14.9 million USAID Cambodia Advancing Youth Leadership (AYL) Activity. AYL aims to enhance the capacity of youth, including those from marginalized groups, through leadership skills building and practical action opportunities and empower youth to participate fully in civic engagement and community development.
The Human Resources and Administration Associate (HR and Admin Associate) will support in all human resources-related functions, including recruitment, onboarding employees, files/records management, communications, and training. The HR and Admin Associate will lead on AYL office operations, including acting as focal point for AYL policies, IT software and hardware (including PGIMS), office equipment and logistics. With the COP, the HR and Admin Associate will act as the AYL safeguarding and community feedback and complaints focal point. The HR and Admin Associate will further be responsible for operationalizing and maintaining the Activity’s young professionals’ program of programmatic and administrative interns.
This position will be based in Phnom Penh, Cambodia and report to the Deputy Chief of Party – Operations.
Duties
- Human Resources
- Oversee and manage the recruitment, training, onboarding, and mentoring for the activity’s internship program
- Works with activity leadership to determine recruitment needs and manage recruitment processes.
- Confirm all new hire, and intern paperwork is submitted, and personnel files are complete, confidential, and compliant with Chemonics’ policies and local labor laws.
- Manage the project personnel tracker together with the Operations and Finance Manager
- Maintain accurate timesheet records (including leave and sickness balances) and ensure all timesheets are submitted on time with the correct approval through AYL’s PGIMS system
- Support the review of payroll administration by ensuring that all inputs are captured accurately to warrant the processing of payroll and benefits.
- Manage and provide guidance to supervisors on the annual performance assessment process and ensure procedures are communicated and followed so that employees perform to the organization’s expectations
- Ensure all HR management practices conform to the projects’ and Chemonics’ policies, best practices, USAID rules and regulations, and the local labor laws to confirm that decisions made are from an informed perspective
- Administration
- Work with Deputy Chief of Party – Operations, Operations and Finance Manager to ensure Field Office Policy Manual is up to date, communicating changes when applicable to keep staff abreast with the relevant information
- Act as focal point for IT software and hardware, troubleshooting as possible and sourcing technical external support when required.
- Act as administrator for AYL PGIMS, working closely with MERL Advisor and Grants Manager.
- Take responsibility for ensuring office equipment, materials (e.g. stationary) and commodities are available and stocked as needed.
- Initiate the procurement of office materials and equipment; and lead procurement for consultancies.
- Support with other office and AYL logistics as requested.
- Safeguarding and Community Feedback and Complaints
- Act as AYL safeguarding focal point, ensuring all staff, vendors, interns and visitors review and commit to the AYL safeguarding policy.
- Ensure all AYL staff and interns are trained annually on safeguarding.
- Pass all reports of safeguarding concerns to Chemonics Office of Business Conduct in alignment with safeguarding policy.
- Log all community feedback and complaints, and share with relevant AYL staff for response.
- At direction of COP, support the investigation of allegations of wrongdoing, i.e: sexual harassment, harassment, fraud to provide a conducive environment for all staff.
Requirements
- 4-year college degree in relevant field, such as administration or human resources; advanced degree preferred
- Minimum of five (5) years of experience in operations, human resources management, and/or relevant work experience
- Knowledge of Cambodian labor laws, personnel benefits, and taxes required; ability to interpret local labor law, previous experience interacting with labor counsel preferred
- Demonstrated experience managing dynamic internship programs
- Ability to communicate effectively, both verbally and in writing, in English and Khmer
- Ability to work independently with minimal supervision, to prioritize multiple work assignments in a fast-paced environment, to meet deadlines, and to exercise good, strong professional judgement
- Proficiency in Microsoft Word, Excel, Outlook, and PowerPoint required
- Fluency in English and Khmer required
- Must be a Cambodian citizen
