Pact Cambodia is part of the pact development INGO founded om 1971 and works in 40 countries. Pact aims to create thriving, resilient and engaged communities leading their own development. Working in Cambodia since 1991, Pact has supported Cambodian civil society and strengthened the capacity of institutions run by and for Cambodians to end poverty and injustice.

Pact seeks experienced various positions below for the anticipated USAID-funded Cambodia Civil Society Resilience (CSR) Activity. CSR will seek to support the work of civil society and grassroots organizers, across all sectors, engaged in advancing reform and inclusive development. This is anticipated to be a five-year activity and the position will be based in Phnom Penh, Cambodia and the positions are contingent upon the success of the award.

The DCOP will work closely with the Chief of Party (COP) to ensure accomplishment of the project’s goals and will oversee the technical team in daily operations. This includes support to meet the project’s technical objectives; manage financial resources and program staff; manage partner coordination; maintain good working relationships with government officials, local partners, and stakeholders; and manage donor reporting.

Duties

  • Ensure high-quality technical programming through hands-on staff supervision and partner support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements.
  • Contribute to project planning, including the development of annual work plans and budgets; help guide and oversee the alignment of the budget to expected results; and review annual budgets and quarterly reports.
  • Ensure the cost-effective use of resources.
  • Ensure compliance with USAID and Pact requirements, policies, and regulations.
  • In coordination with the COP, serve as a liaison to relevant donors, the Cambodian government, and other stakeholders.
  • Provide training and mentoring to partners to strengthen capacity.
  • Take the lead in drafting reports, including quarterly and annual reports to USAID.
  • Support the recruitment of and directly supervise project staff in line with Pact HR policies; oversee the management and development of project office human resources to ensure a diverse, skilled, and productive workforce, an effective leadership team, and an organizational culture where Pact’s values are practiced.

Requirements

  • Master’s degree in a relevant field and 9+ years of experience or equivalent combination and experience, including 5 years of management experience. (A Bachelor’s degree and 11 years of experience may be substituted for a Master’s degree and 9+ years of experience.)
  • Experience working on USAID contracts/agreements with an applied conflict-sensitive approach.
  • In-depth understanding of the role of civil society in development and experience in building capacity for civil society organizations and networks/coalition strengthening, preferably in Cambodia
  • Experience building capacity for civil society organizations and/or media actors in Southeast Asia.
  • Demonstrated flexibility, adaptability, and the ability to perform and collaborate in complex and politically sensitive project environments.
  • Record of successfully working on a diverse team of employees and managing multiple international consortium partners.
  • Experiencing working on projects with large sub-award pools.
  • Ability to work in complex environments, and work with and between different stakeholders, including civil society organizations, media actors, government institutions, private sector entities, practitioners, academics, and US Government agencies.
  • Demonstrated leadership skills in problem solving, consensus building, donor coordination and developing functional networks of diverse stakeholders across geographics.
  • Knowledge of USAID rules, regulations, and policies.
  • Fluency in English and Khmer (oral, writing, and reading)
  • Ability to occasionally travel internationally.
