Project Summary:

Chemonics seeks a Grants Associate for the five year, $14.9 million USAID Cambodia Advancing Youth Leadership (AYL) Activity. AYL aims to enhance the capacity of youth, including those from marginalized groups, through leadership skills building and practical action opportunities and empower youth to participate fully in civic engagement and community development.

We are now looking for qualified candidate to fulfill the position below:

Overview of Grants Associate Position:

The Grants Associate will join the AYL Grants Team and be responsible for assisting in the award, compliance, and management of grants funds in an assigned AYL region (regional hubs are Phnom Penh, Siem Reap, Ratanakiri or Takeo).  All Grants Associates will be based in Phnom Penh with regular travel to assigned region (estimated 25%).

The Grants Associate will work closely with the Grants Manager to ensure both adequate documentation of grants operations and that all aspects of grant practices and that procedures follow sound financial management principles. The Grants Associate will support the administration of the AYL grant portfolio. As needed, the Grants Assistant will support capacity building activities for AYL grantees and support the Grants Manager in providing administrative oversight of AYL subcontracts.

Duties

  • Assist the Grants Manager in implementing the grants program by ensuring that procedures follow the Grants Manual and comply with USAID regulations
  • Assist the Grants Manager in reviewing all sub-grant applications, deliverables (in collaboration with the technical specialists), and financial reports for quality, contractual consistency, accuracy, and compliance with USAID regulations
  • Assist the Grants Manager in ensuring adequate planning and preparation for all sub-grant implementation requirements including pre-award risk assessment
  • Facilitate staff requests for procurements, disbursements of funds, and logistic and planning elements of grantee activities
  • Maintain a tracking system for review of grant proposals, grantee selection, monitoring of grantee performance, and payment
  • Assist Grants Manager with entering data in the AYL PGIMS
  • Work with the Grants Manager to ensure that proper preparation and execution of APS and RFAs, documents, and disbursements under the project are in line with USAID and Chemonics procedures
  • Draft appropriate documentation and/or provide information for procurement waivers/approvals for review by the Grants Manager
  • Work with grantees to ensure they are provided with suitable technical advice and assistance to properly utilize grant funds, build successful partnerships, and ensure successful adherence to reporting requirements
  • Assist the Grants Manager in managing the administrative aspects of AYL subawards
  • Perform other duties as required

Requirements

  • To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
  • A bachelor's degree (or equivalent) required in related field. Advance degree preferred
  • At least 3-5 years' experience within the design, administration, management and monitoring of grants required
  • Prior experience with large-scale USAID grant management contracts and familiarity with USAID grant management, policies, and procedures preferred
  • Computer, software, interpersonal, and analytical skills to ensure grants and financial requirements for a large scale project required
  • Sound management, contracting, budgeting, and administrative skills required
  • Strong ability to prioritize tasks, focus on details, and work independently or on a team
  • Ability to work in a professional and cordial manner with fellow staff, implementing and cooperating partners, and relevant NGOs and government stakeholders
  • Ability to work independently with minimal supervision, to be able to accept and discharge substantial responsibilities, to prioritize work assignments, to meet deadlines, and to exercise professional judgment
  • Outstanding oral and written English and Khmer skills required
  • Must be a Cambodian citizen
