We are currently seeking a qualified candidate for the position of Deputy Chief of Party (1 Position) in Phnom Penh, Cambodia for the USAID Civil Society Support (CSS) Activity. The CSS Activity is a three-year and ten-month, $8.5 million USAID-funded project implemented by FHI 360 and its partner, the International Center for Not-for-Profit Law (ICNL). CSS will strengthen civil society through support for increased coordination and collective action, an improved enabling environment, and innovative approaches to advocacy. The overall goal of the project is a civil society that is more able to protect civic space, strengthen democratic reforms, and promote and protect human rights.

The Deputy Chief of Party (DCOP) will provide technical leadership and administrative support and expertise to the program, serve as lead in the absence of the Chief of Party, and serve as a liaison with USAID/Cambodia, other implementing partners, other donors, and any other key stakeholders. The Deputy Chief of Party will support effective and meaningful capacity building of Cambodia civil society organizations, citizens, the private sector, local partners, and media partners, as well as promoting a strategic communications approach that will result in increased knowledge of and participation by all local stakeholders in project activities. The position is responsible for incorporating this approach as crosscutting to all project activities and amplifying the impact of the program in a manner that increases collaborative civic engagement between citizens and government institutions.

Duties

  • Contribute to successful civil society programming through enhancing team and partner performance to achieve overall project goals.
  • Oversee the project team members working on grants management, financial management and administration.
  • Ensure a dynamic, motivated and productive team through enhancing project human resources in line with FHI 360’s organizational policies, culture and values.
  • Manage compliance with USAID and FHI 360 policies, and the cost-effective use of resources.
  • Supervise project planning and adaptation, including the development, review and amendment of annual work plans and budgets, reporting frameworks, and compliance protocols.
  • Provide technical advice to the development of FHI 360’s CSO partner work plans, budgets and programmatic strategies.
  • Advance capacity building efforts for CSOs in organizational development, project management, and other identified capacity needs.
  • Build effective relationships with CSO partner leadership to enhance smooth implementation of partner activities and effective grant management by partners.
  • Support communication and liaison with USAID/Cambodia, the Royal Government of Cambodia, other implementing partners, donors, and other key stakeholders.
  • Contribute to the development of weekly bulletins, monthly updates, quarterly reports, and Annual Reports.
  • Conduct annual performance appraisals, identifying and recognizing positive performance and areas for improvement of team members.
  • Manage direct reports, review work plans, manage performance, and provide induction, training, coaching, mentoring, and counseling to ensure staff is motivated and have the necessary skills and capacity.
  • Coordinate with the FHI 360 Cambodia country platform on administration, finance and human resource matters for smooth project operation.
  • Serve as Acting CoP in the absence of the CoP.

Requirements

  • Bachelor’s Degree or its international equivalent – in Law, International Relations, International Development, Public or Business Administration, Community Development, or related field; a graduate degree is desirable.
  • Must have at least ten (10) years of prior technical experience in dealing with multiple stakeholders, specifically on working on projects with large numbers of sub-awards for civil society and governance programs, with preference given to experience with USAID Programs in Cambodia
  • Strong knowledge of USAID policies and procedures, including compliance, safeguarding, and reporting
  • Substantial experience with a broad range of media and social media platforms
  • Experience working with and supporting Cambodian CSOs on programs to advance citizen participation in policymaking and advocacy is highly desirable.
  • Ability to perform and adapt well in complex environments under politically sensitive conditions where frequent adaptation is necessary.
  • Prior experience working in multi-sector networks, including civil society, the private sector, government officials, municipal authorities, media outlets, and other donors highly desirable.
  • Leadership skills in creative problem solving, conflict management, negotiation, and coordination across diverse stakeholders.
  • Fluent written and verbal communication in Khmer and English is required.
  • Enthusiasm, open-minded, out of the box thinking, and a desire to make a positive impact as a team player.
  • Highly self-motivated, solution- and results-oriented personalities.
  • Good proficiency in computer skill including Microsoft office, internet and email.
  • Adaptable and flexible in a variety of tasks contributing to work even outside of Job Description as required.
