Teuk Saat 1001 is a NGO, established in 2007. Our main mission is to develop water kiosks in the rural communities to improve the access of safe drinking water in a sustainable manner. 

The role of Teuk Saat 1001, besides developing station, is to support the entrepreneurs by providing a range of services such as technical support, monthly water quality monitoring and personalized coaching.  

Today, through a network of 900 entrepreneurs, operating 300 stations, in 18 provinces, O-We (brand of Teuk Saat 1001) is serve 1 million beneficiaries, Including 376,000 Schoolchildren

Teuk Saat 1001  as the local partner of the French non-profit 1001fontaines. 1001fontaines is also active in Madagascar, Vietnam and Myanmar.

We are looking for qualified candidate to fill for the position below.

Department: Development

Directly report to: Development and partnership director

Duties & Responsibilities:

The liaison officer will support the promotion of our mission in providing sustainable drinking water services in rural Cambodia. He/she will play a role in maintaining, developing our relationship with our main partners, as well as securing funding opportunities.

Key responsibilities include supporting Teuk Saat 1001’s representation efforts, cultivating relationships with public partners and sectorial stakeholders, and ensuring excellence in monitoring, evaluation, and reporting. The focus will be on communicating our achievements and ensuring a high standard of communication aligned with the organization's operations.

Duties

  • Mission 1: Support for managing public relationships and network development
  • Execute follow-up on administrative tasks, maintaining communication with relevant MRD departments and sub-national administrations (registration, network development?)
  • Support the Managing Director in representation efforts, organizing official meetings and attendance at various levels (national, subnational, provincial).
  • Process invitations, coordinate logistics, and participate in drafting remarks/speeches.
  • Monitor the institutional framework relevant to Teuk Saat 1001’s operations and contribute to developing new partnerships.
  • Establish connections with national and international NGOs, IGOs, DFIs and engage in relevant working groups (TWG, WATSAN) to promote Teuk Saat 1001's operations.
  • Ensure efficient external communication on social network,
  • Mission 2 : Support for monitoring and evaluation activities
  • Undertake and support the collection of information requested by Teuk Saat 1001 funding partners (Water In School, Carbon Credit, baseline)
  • Assist in preparing for audit visits, workshops, or partners' field missions. In some case, ensure the visit of partners on the field.
  • Support in preparing various written reports, documents, and communications
  • Organize and lead field survey (baseline, end line)
  • Mission 3 : Communication and events
  • Ensure the translation of any document required
  • Participate and organize external event such as inauguration, forum, exhibition or other events
  • External communication – Partners :
  • Prepare and develop contents for promoting the organization
  • Draft an annual strategy to communicate regularly on TS1001 activities
  • Internal communication – Entrepreneur network :
  • Participate to the elaboration of the annual communication and marketing plan
  • Ensure the annual communication is implemented on time through the coordination of the Communication officer

Requirements

  • Professional qualifications
  • Master's degree in law, public affairs, administration or bachelor’s degree
  • 3 years of experience in a liaison officer, public affairs, or M&E position.
  • Past experience in NGO social business is an asset.
  • Skills
  • Excellent verbal and written communication skills (both Khmer and English)
  • Excellent organizational skills
  • Knowledge of the Cambodian institutional framework/politics at national, sub-national, and provincial levels
  • Knowledge of the water sector is an asset
  • Attitude:
  • Rigorous and quality-oriented.
  • Autonomous and proactive
  • Able to travel often to remote area
  • Cautious and hard-working
