The Workers’ Information Center (WIC) is a women garment workers-based association, registered with the Ministry of Interior (MOI) since 2009. WIC aims to empower women workers to claim their rights and to improve the status of women in society. WIC participates an alliance called United Sisterhood Alliance (Us) with other sister organisations: The Messenger Band (MB), Women’s Network for Unity (WNU), and Social Action for Community and Development Organisation (SACD).

A key strategy of WIC is to operate Drop-in-centers, safe spaces where workers share their experiences and access information about their legal rights, the economics of the garment industry, gender, women’s health and broader social and political issues. WIC is seeking applications from highly motivated Cambodian nationals to take up a challenging and rewarding position as WIC Director.

Direct Accountability:

The Director is the most senior WIC staff and is accountable to the WIC Board. The Director will work in close collaboration with members of sister organisations. The successful candidate must be enthusiastic about learning new skills and about working collaboratively across sectors. General duties include:

Job Description

Lead and manage WIC Organisation, interface with donors, partners and the broader community. Manage the staff and finances of the WIC NGO. Represent and market its operations and program implementation with stakeholders, media and civil society organisations.

Direct Accountability:

The Director is accountable to the WIC Board.

Duties

  • Key Result Areas (Responsibilities)
  • Organizational Development:
  • Work with WIC staffs and volunteers to develop a strategy to implement the recommendations of the 2013 external review of WIC, as appropriate.
  • Provide strategic leadership and capacity development to help WIC become an autonomous grass-roots movement of women garment workers and their allies, led by women garment workers.
  • Coordinate and oversee the development and implementation of WIC’s strategic plan.
  • Coordinate and oversee staffing to reflect WIC’s strategy and mission.
  • Coordinate all aspects of organizational capacity development to enhance WIC’s ability to achieve its mission and implement its strategy.
  • Work with WIC staffs, volunteers, advisors and Board to ensure WIC’s structure and personnel reflect its mission statement and support for grassroots empowerment.
  • Assist WIC to gain and maintain a good understanding of the broader political economy of the garment industry in Cambodia and globally.
  • Liaise with, and where possible harmonize WIC activities and policies with, those of other members of the United Sisterhood Alliance (Us).
  • Program Implementation:
  • Provide regular supervision, mentoring and support for staff and volunteers in the development and implementation of WIC’s strategic plans and program activities.
  • Actively supervise all activities of WIC and work in order to facilitate effective and functional operation.
  • Ensure the principles of the WIC mission statement are abided by and upheld.
  • Ensure WIC and MB operate and are managed in an inclusive and participatory manner
  • Management:
  • All WIC staffs and volunteers answer directly or indirectly to the Director.
  • Supervise and mentor the work of administrative, finance and support staff.
  • Ensure efficient, honest and accountable financial management in compliance with the budget and annual plan of WIC and with standard financial procedures.
  • Ensure all staff of WIC comply with WIC procedures, including WIC’s anti-fraud policy. Where necessary, update these procedures in consultation with the WIC board and staff.
  • Ensure that the principles of EEO as suggested in the WIC polices are applied to all staff including the prevention of overt and covert discriminatory practices.
  • Reporting and Monitoring:
  • Ensure effective monitoring and evaluation of all WIC activities in a way that is simple but that enables staff, volunteers and donors to accurately evaluate WIC’s programs and their implementation.
  • Ensure efficient reporting to donors and mentor WIC staff and volunteers to be able to fulfill these reporting requirements.
  • Provide six-monthly reports, including a financial report, to the WIC Board, and schedule a One Year plan that identifies dates for regular monthly board meetings. Prepare agendas and the background documents one week prior to the board meetings
  • Liaison and Communication:
  • Support WIC staffs and volunteers to develop a wide network among appropriate agencies and government departments for purposes of information, referral and cooperation.
  • Work with staffs and volunteers to compile and publicize the results of WIC’s work, e.g. through the analysis and/or publication of case studies.

Requirements

  • Required qualities:
  • Understanding of and commitment to principles of grass roots organising.
  • Demonstrated management and coordination skills.
  • Understanding of principles of organizational development.
  • Ability to manage and mentor staff.
  • Strong analytical and communication skills.
  • Fluent in Khmer and English.
  • Commitment to gender justice.
  • Good interpersonal skills and cross-cultural sensitivity
  • Preferred qualities:
  • Understanding of the labour and/or garment sector in Cambodia
  • Degree in political science, law or economics.
